Facilities staff presented feasibility assessments for three locations based on solar exposure (for off‑grid components), ADA access, service logistics and visibility. Staff recommended the Veterans Memorial location because it provides sufficient sunlight for solar power, easy sidewalk access and proximity to the ambassador kiosk to assist with maintenance and safety.
Councilmembers expressed differing concerns: some argued the site is highly visible and likely to be used, which suits a pilot designed to test utility and public reaction; others said it could further concentrate social‑service activity in an area already experiencing high service demand and suggested alternative parking‑lot locations might reduce neighborhood impacts. Councilmember Meister advocated for the Crescent Heights parking lot (8120 Santa Monica Boulevard) as a less intrusive alternative; Councilmember Byers favored the Veterans Memorial location as a more accessible test site.
Council approved staff’s recommendation to proceed with the Veterans Memorial site and directed staff to return with final program details and a funding request during the FY26–27 budget process. The pilot will include operational logistics, maintenance plans and an evaluation framework.
