Chappaqua school board debates appointing liaison to CCSP but delays decision pending governance review

"We don't take action at a work session meeting," the board president said, explaining that the session was for discussion and that any formal motion or appointment belongs on a business meeting agenda or a specially called meeting. Trustee Tim moved that the board "recommend to the board of education that they call a motion" to establish a liaison relationship with CCSP; the president ruled the request out of order in the work session.
Trustees split on the immediate merits of a liaison but largely agreed on process. "I think we need to really set, like, very clear guidelines on how we're establishing these relationships," Allison, a trustee, said, urging the board to define why partnerships are created, who initiates them and how they will be evaluated. Another trustee said the board had "skipped this very important step" before engaging CCSP and expressed concern about reversing course with an outside organization that had already indicated willingness to partner.
Tim argued the district should consider whether an organization furthers the district's mission of "education and stewardship," saying CCSP's summer programming and use of district facilities could make it an appropriate liaison partner. A district representative noted CCSP currently uses district buildings and has "a teacher, or maybe 2" teaching during the summer and a club adviser associated with the program.
Several trustees recommended addressing the liaison role as part of governance work during the summer retreat, when the board typically revisits the governance handbook. "I think that would be good work during the summer retreat when we revisit the board governance handbook," a district official said, noting that current documentation addresses committees but not liaisons.
Trustee Tim said he would send another email asking to place the liaison item on the next business meeting agenda; the board president said that, alternatively, two trustees could call a special meeting if they wished to proceed sooner. The work session was adjourned at about 7:10 p.m. and the board took a brief recess before the business meeting.
The discussion clarified that no formal appointment or binding motion was made during the work session; next steps are to either place the matter on a business meeting agenda, call a special meeting, or develop a formal liaison policy during the summer governance review.
