City forwards 2025 housing element progress report to state agencies

Associate Planner Jeffrey Campbell presented the City of Rancho Palos Verdes's 2025 housing element annual progress report and the council authorized staff to forward the report to the Governor's Office of Planning and Research and the California Department of Housing and Community Development.
Campbell said the city received 24 applications for new housing units in the 2025 calendar year; 15 of those were approved and entitled by staff (all 15 were ADUs). The city issued 26 building permits for new housing units in 2025 and nine certificates of occupancy. Staff noted updates were provided in late correspondence to correct data tables and that staff will work with HCD to ensure earlier years' ADU classifications are adjusted to conform to SCAG'provided affordability assumptions.
The report tracks progress toward the sixth housing cycle (2021—2029) regional housing needs allocation of 639 units; staff reported 91 units completed to date in the cycle. City staff recommended forwarding the annual progress report and council approved the action on a roll call vote.
