Ahn also summarized ordinance procedures: ordinary ordinances typically require a minimum waiting period before adoption, material changes trigger an additional waiting period, and emergency ordinances require an urgency finding and four affirmative votes. He detailed publication and codification rules and described enforcement options (criminal, civil, administrative) for ordinance violations.
Councilmembers thanked him and asked few questions; the city said Part 3 of the series will be presented at a later date.
