Council finds Green Hills Memorial Park essentially in compliance with conditional use permit

Senior Planner Amy Sarady presented the annual conditional use permit (CUP) compliance review for Green Hills Memorial Park and told the council staff's conclusion that the park was "essentially in compliance" with Conditional Use Permit No. 155 for 2025.

Sarady listed items the operator was required to maintain annually: submission of development and grading permit applications (two grading permits remain in process), adherence to operating hours near residential areas, availability of a live phone contact and site security patrols, and ongoing construction site maintenance. Staff noted one resident complaint about foliage adjacent to a southern block wall was relayed to Green Hills staff, who trimmed the vegetation and received the resident's appreciation in a March 10 email.

Nick Resich, the Green Hills representative, said the operator maintains a stormwater pollution prevention plan, conducts site surveys timed to rain events, and coordinates with city inspectors. "We are in compliance with not only our private party inspections but also the city inspectors," Resich said, and emphasized the facility's efforts to address neighbors' concerns.

Council members asked about a drainage issue on the back property near the foliage; staff and Resich said they were not aware of ongoing complaints and indicated the matter had been addressed. After brief council deliberation, a motion to approve the staff recommendation carried on a unanimous roll call.

The council closed the public hearing and adopted the staff recommendation; no amendments were made to the CUP in this action.
