The council on Jan. 27 approved an interim city manager employment contract for Assistant City Manager Hillary Rovarud, effective Feb. 18, 2026, while the city conducts its recruitment for a permanent city manager.
Staff presented a six‑month contract (with automatic continuation until a permanent hire) that increases Rovarud’s salary by 10%, to $21,349 per month, and retains existing benefits. "Hillary’s experience will ensure continuity and a seamless transition during this process," staff said.
Councilmembers expressed support and encouraged Rovarud to apply for the permanent position if she chooses. The council voted to authorize the mayor to execute the agreement and to amend the salary schedule to reflect the interim compensation.
Funding for the interim appointment was available in the city manager’s budget, staff said. The contract will remain in effect until a successor is hired or the council revises the arrangement.
