Assistant Community Development Director Kelly Baggs presented the City of San Bruno’s 2025 Housing Element annual progress report and asked the council to authorize transmittal to the California Department of Housing and Community Development and the Governor’s Office of Planning and Research.
Baggs summarized 2025 highlights, implementation activities underway and priorities for 2026 including advancing the newly authorized land-use, housing and economic development initiative, preparing an environmental‑justice element and developing an implementation plan for the city’s affordable housing fund.
Baggs told the commission and council that for 2023–24 the city had fulfilled about 6.1% of its RHNA and that, with 2025 activity, the city had made stronger progress and was reporting approximately 19.9% of its total RHNA for the cycle. She noted that the APR measures building permits issued during the year and that pipeline activity may not yet appear as permits.
The planning commission voted unanimously to receive the APR and recommend transmittal; the city council then authorized staff to transmit the 2025 APR to state agencies. The action was recorded unanimously, 5-0.
The transmittal is a statutory requirement under state law; staff said there was no fiscal impact from the agenda item and no environmental review was required for the APR transmittal.
