The Ceres City Council on Feb. 9 approved a $5,000 donation to VFW Post 10293 but also aired questions about the citydonation policy and its funding source.
Councilmember discussion focused on whether the approved per-member donation limits were $500, $1,000 or $5,000 and whether recipients must be 501(c)(3) organizations. Staff and council members clarified that the originally approved budget allotment allowed up to $5,000 per council member, that the funds come from the general fund (not the transient occupancy tax), and that the donation policy was intended for community benefit.
John Warren, representing local veterans, told the council that the VFW applied under the budget rules the council previously adopted and urged the city to honor the established guidelines. "When my organization, the VFW, made this application, they based it upon those rules," he said.
Councilmember James Casey moved to approve the resolution allocating $5,000 to VFW Post 10293; the motion passed 4-0. Several council members said they would seek to return the donation policy for clarification and consider reintroducing a public application process like the prior community event and activities grant that used TOT funding, to avoid perceptions of favoritism.
Councilwoman Serena Otero said she would place a referral so the council could review the donation policy and consider an application-based approach for future distributions. The council agreed to return to the matter for further discussion.
