Policy Review Committee votes to post revisions to district policies for public comment

The Policy Review Committee of the East Stroudsburg Area School District voted to authorize administrators to post a package of revised policies for public review, the committee chair said at the close of Monday’s meeting. The policies listed for posting included Policy 140 (charter schools), Policy 619 (district audit/financial reporting), Policy 810 (transportation), Policy 705 (facilities and workforce safety), Policy 303 (employment of administrators), Policy 828 (fraud), and Policy 829 (whistleblower).
Keith Corcos, chair of the committee, asked members to authorize and direct administration to post the draft policies for public comment; Debbie Kulick moved to approve the posting and the motion was adopted by voice vote. Corcos said the posted drafts would be available during March with subsequent board action scheduled for April.
The package is intended to align several policies and to clarify operational responsibilities: for example, the charter-school language clarifies distance and membership conditions under which the district provides transportation and states that transportation for charter students “need not be identical” to routes provided to traditional public-school students. Revisions to financial reporting emphasize full documentation in the annual district audit and require submission of the district’s annual financial report to the Pennsylvania Department of Education by Oct. 31, language Corcos said is intended ‘‘to ensure accurate and transparent and legally compliant financial reporting.’’
Committee members generally expressed support for Option 2 of the draft facility-use rules, which applies fees for many external users while preserving limited waivers for district-affiliated groups. Corcos said administration will return a cleaned-up draft in April based on the committee’s input and that the committee’s target implementation date is July 1.
The motion to post the policies passed on a voice vote with no recorded objections at the policy review meeting. The committee directed administration to prepare the posted materials and a consolidated fee schedule with clearer definitions for review at the April meeting.
