The San Bruno City Council adopted a resolution on April 22 amending the city's master fee schedule for fiscal year 2025–26, with changes to how certain fees are indexed and some program‑level updates.
Staff told the council most staff‑time fees are indexed to the Consumer Price Index and would increase roughly 2.7% based on the San Francisco Bay Area CPI for February 2024–2025. For fees tied to the Engineer News‑Record construction cost index (ENR/CCI), staff recommended deferring any automatic increases because that index showed a year‑over‑year decline; the recommendation to hold ENR‑indexed fees was intended to avoid a counterintuitive immediate decrease in fees and to allow staff time to review the metric.
The staff presentation also proposed removing a $2 "minor loss" library fee and reducing the library card replacement fee for residents 17 and under to encourage youth library use. Recreation and aquatic facility fees were left unchanged pending a market study that staff said will inform any changes to those rates.
Administrative Services staff said a comprehensive user fee and cost‑recovery analysis is underway and expected to be completed in the next year; the analysis will include simplification and streamlining of fee categories.
Council closed the public hearing, voted to adopt the resolution as presented and recorded an affirmative voice vote.
