San Bruno council approves consent package including $2.8M sewer project, new well completion and downtown events MOU

The San Bruno City Council unanimously approved the consent calendar items a through g on Sept. 23, advancing several infrastructure and community programs without separate debate.
Vice Mayor Marty Medina asked questions about multiple items before the vote, noting the council was expected to approve roughly $2.8 million in sewer and storm-drain work for the Shelter Creek/Portola watershed trunk line repair and celebrating completion of a production well project (staff cited the drilling and production well completion and said the next phase is infrastructure permitting and coordination with the San Francisco Public Utilities Commission).
Public Works Director Matt Lee told the council the well's first phase (drilling) is complete and the city is working with SFPUC to fund, design and construct the infrastructure needed for extraction operations; staff described phase 2 as underway in planning and coordination.
The council also approved acceptance and expenditure of a $75,000 California Department of Alcoholic Beverage Control grant to support enforcement and programs targeting underage drinking. Travis Carlin, community services director, described a planned downtown activation program: an MOU with the San Bruno Improvement Group to implement monthly "First Thursday"-style events at Centennial Plaza. Carlin said Comcast pledged $15,000 and the San Bruno Improvement Group $5,000 toward a $20,000 annual budget for 12 events; staff said small acoustic bands and featured businesses would be prioritized, and the city can shift special-event funds or return to council for additional resources if the program expands.
Council Member questions on event costs, vendor selection and the Culture & Arts Commission's role were answered by Carlin, who said bands would be smaller acoustic groups, artists would be selected via a call to artists and that staff will assess resource needs as the program develops.
With no further public comment, items a through g were approved in a single motion and recorded as a unanimous 5-0 vote. Item h (council salaries) was pulled for a separate vote and considered later.
