San Dimas council votes to remove outdated explosives chapter from municipal code

The San Dimas City Council on Oct. 14 moved to introduce Ordinance 13‑32 to delete chapter 18.188 (Explosives) from the municipal code and voted unanimously to introduce the ordinance and waive further reading.
Assistant Planner Yasmin explained staff’s review: the explosives chapter dates back to 1961 and addresses storage and permitting of explosives, but enforcement of explosives storage and transportation now rests with federal and state agencies (ATF, U.S. Department of Transportation, Cal/OSHA) with local fire marshals retaining narrow permit authority. "Federal and state laws supersede the processes and procedures outlined in our code currently," Yasmin said, and "the chapter is no longer applicable," so staff and the Planning Commission recommended deletion to avoid regulatory conflict.
Council members asked whether removing the chapter would affect the city's ability to regulate fireworks and similar devices; Yasmin clarified that fireworks are regulated separately under Title 9 (chapter 9.27) — "No person shall manufacture, possess, sell, offer for sale, store ... any fireworks within the city of San Dimas," she said — and that the fireworks prohibitions remain in place.
The council voted to introduce Ordinance 13‑32 and waive further reading; the motion carried 5–0.
