Compton council directs staff to reconvene charter committee with stipends and accelerated schedule

Assistant City Manager Tamara Benz presented a staff report asking whether the City Council wanted to reconvene the Charter Committee and, if so, whether to keep the committee at 11 members and consider stipends.
Council members signaled consensus to reconvene the committee, recommended stipends for committee members and asked staff to identify special skill sets for appointees. Benz said staff would return with recommendations on stipend amounts, a proposed membership roster and a proposed accelerated meeting schedule; she said staff would check with the city manager about returning the item as soon as next week and would research deadlines for placing charter items on the ballot.
City Clerk added that items to be placed on the primary-election ballot (June 2, 2026) must be submitted to the county in January (staff cited January 22 as an initial date to place specific items). Councilmembers stressed the narrow timeline and discussed the need for an intensive meeting cadence for the Charter Committee if the body is to prepare items for the 2026 primary.
Staff will post applications for the Charter Committee and said it will incorporate council feedback on required skills and stipend options in the version returned for council action.
