Summary
Public works staff presented a proposed 40x60 ft. administration and laboratory building for the water treatment plant, citing safety and space issues with current trailer and lab, a schematic cost estimate of about $1.6M, existing appropriations of $1.8M across fiscal years, and a timeline to bid in September and select a contractor in October.
Lucas Flax, senior engineer with public works, presented schematic designs for a proposed Water Treatment Plant administration and laboratory building intended to replace a temporary trailer and an inadequate lab. Flax said the existing trailer lacks plumbing and adequate wind protection and the current lab has insufficient ventilation, storage, and safety equipment; bringing the old building up to code would cost more than constructing a new building.
The proposed building is approximately 40 by 60 feet and would include administrative space, a lab with a clean/dirty workflow, a training room available to town staff, and support systems. Clark Anderson (architect) produced renderings showing a simple rectangular form that prioritizes durability and future adaptability. Flax reported a schematic‑level cost estimate of $1.6M, remaining design contract costs of about $190,000 (with $133,000 appropriated for the current year), and construction appropriations totaling $1.8M across the current and next fiscal year. Staff expects to complete design development in May, finalize the bid package in September and return in October to select a contractor.
Trustees emphasized safety and OSHA compliance and voiced support for continuing design and budget oversight as the project moves to bid.
