Town staff presented a recommended purchase of the residential parcel at 3818 Cleveland Avenue to expand Centennial Park. Cody Byrd (staff) said the parcel is adjacent to the park and identified in the comprehensive and parks master plans as a strategic acquisition to increase downtown gathering space. Billy Cooksey, parks director, said the parcel would enable expanded programming and event infrastructure (electrical access, restrooms, ADA improvements) in keeping with community master‑plan goals.
Staff told the board there are restricted funds available for the acquisition: fee‑in‑lieu park dedication funds and the Conservation Trust Fund. The packet includes a signed contract with a negotiated sale price of $325,000; staff recommended a cash close with standard due diligence (boundary survey, lead/asbestos testing) and removal of existing structures to return the site to park/open space condition.
After a brief public comment from John Evans, chair of the Parks and Recreation (PROS) Board, who supported the acquisition, Trustee moved and the board adopted Resolution 07‑2026 authorizing execution of the purchase and related documents. The board also adopted a follow‑up appropriation (Resolution 08‑2026) to create the Centennial Park expansions capital project and to transfer and use restricted funds for acquisition and initial improvements.
