Council accepts FY24–25 development impact fee report required by AB 1600

City staff presented the annual AB 1600 development impact fee report for fiscal year 2024–25, summarizing fee collections, expenditures, account balances and progress toward planned capital improvements. The report described the fees collected for roadways, traffic signals, parks, police and fire facilities and other public improvements and identified 51 projects with an estimated $111 million in combined design and construction activity.
Staff said the report satisfies Government Code section 66006(b) reporting requirements and recommended the council receive and file the document and make findings related to unexpected balances and developer deposits as required by Government Code section 66001. There were no public speakers on the item.
Councilmember Smith moved to accept the compliance report and adopt the findings; the motion passed unanimously, and the council adopted Resolution 2025‑76 accepting the development impact fee annual report.
Staff noted that the report provides transparency and will guide the timing of future capital improvements and refund obligations where required by statute.
