San Dimas council adds city’s support for AB 1786 encouraging 'best-value' contracting

The City Council approved sending a letter of support for Assembly Bill 1786 at the Feb. 24 meeting, endorsing a change that would let general-law cities use "best value" contracting for construction projects over $1 million.
Travis (staff presenter) said AB 1786, introduced by Assemblymember John Harabedian and sponsored by the San Gabriel Valley Council of Governments, would give cities the same procurement authority that counties already have: the ability to evaluate qualifications alongside price when projects exceed $1,000,000. City staff recommended the letter to ensure San Dimas’ position is on record before the state assembly policy committee hearing in March. Council discussion was supportive; one councilmember said the flexibility could help avoid awarding projects to low bidders who later fail to perform. The council unanimously approved the consent item recommending the letter be sent.
