City staff explained the district was previously established and tonight’s action was the certification and placement on file of the assessment roll. The resolution sets assessments to be payable in installments over 15 years with interest accruing at 4.875% per year. Staff told council the interest start date is August 1, 2026 and that the treasurer will mail notices to property owners; payments will be due in installments beginning April 1, 2027 with an interest‑free payment window until August.
Council members asked about the life cycle of the new road and whether the 15‑year assessment term would allow property owners to amortize the cost before the pavement requires major work. DPS staff said the anticipated road life is about 20 years and that routine maintenance will continue; the assessment term was set to align with that lifecycle and spread the cost over time.
Staff also clarified that certain drainage and erosion improvements, curb and gutter replacement, and paving work are included for Childress Avenue, which contributed to higher than originally estimated per‑foot costs once the bid results were available. Council approved the resolution by voice vote.
What property owners should expect: a certified special assessment roll will be on file in the city clerk’s office; the clerk will attach a warrant and the treasurer will mail a notice to each property owner listing the assessed amount, payment options and due dates. Property owners can pay the entire assessment or use the installment schedule the council set.
