Board moves to award transportation contract to First Student after evaluation

The Roseburg Public Schools board voted to proceed with a notice of intent to award its student transportation contract to First Student after an evaluation committee ranked three proposals.
District staff told the board the RFP (published Jan. 15 and closed in February) attracted interest from six companies, with four attending the mandatory pre‑bid conference and three submitting proposals. The five‑member evaluation committee gave First Student a score of 176 on a 200‑point scale, Durham a 138 and Mid Columbia a 134. The district director for procurement said the human evaluation produced that ranking and that an AI analysis, shown to the committee only after human scoring, produced the same ranking and narrowed the point gap between first and second.
"The scoring by the committee ranked First Student first, Durham second, and Mid Columbia third," the staff representative said during the presentation. The recommendation, the presenter added, is that the district present a notice of intent to award to First Student and, if negotiations with First Student fail, approach the next highest‑scoring vendor.
Board members asked procedural questions about contract length and vendor experience. Staff confirmed the recommended contract would include a five‑year initial term with up to five additional one‑year extensions at the district’s sole discretion. The board also asked about security camera costs and other optional features discussed during evaluation; staff said those items factored into the vendors’ proposals and differential pricing.
A board member made the motion to approve the transportation RFP results; the chair seconded and the board approved the recommendation to proceed with the notice of intent to award and begin contract negotiations.
What happens next: staff will begin formal negotiations with First Student and will return to the board if negotiations are unsuccessful or if material contract terms need board approval.
