Ceres council reinstates military appreciation advisory committee, limits general-fund spending

The City Council voted unanimously to reestablish a Military Appreciation Advisory Committee that will advise on banners, memorial upkeep and other veteran‑focused beautification projects.
Recreation Manager Joey Chavez reviewed the committee's past history and proposed using earlier membership where possible. Council members debated committee scope, membership size and whether the group should be advisory only or have limited spending authority.
"As it's drafted, it memorializes the committee is advisory, and so it makes recommendations and any final decisions, which would include fiscal decisions, would be at the council's direction," the parks and recreation manager said. The council's agreed motion invited past members to reapply, set a structure of five public members, two council members (casey and Otero were named) and the parks and rec manager as staff, and mandated that any general-fund expenditures be brought to council for ratification. The motion passed 5–0.
Joey Chavez noted the committee will rely on donations and that currently there is no general-fund allocation for proposed projects; staff said they would open the application process for the remaining vacancy and bring the item back for final appointments.
