Summary
City staff presented a Downtown Prosperity Team (DPT) study session outlining outreach, communications and potential mitigation projects to support downtown businesses during Harrington Park and Centennial Plaza construction, including dedicated contact channels, parking strategies, market reconfiguration and possible small grants or parking permits.
City staff outlined the newly formed Downtown Prosperity Team (DPT) at a March 23 study session, presenting a communications matrix, immediate mitigation measures and a menu of possible programs to support businesses during upcoming downtown construction.
Recreation Manager Tyler Moyler said the DPT will serve as the city's primary liaison for downtown revitalization and will coordinate communications, business support and activation. Management Analyst Quinn Wooley described the DPT's communications tools: a dedicated project phone and email, a downtown project web page (cityofsancarlos.org/downtown), a downtown revitalization email group, biweekly council newsletter updates, and social media posts with photos and videos.
Senior Management Analyst Andrew Douglas reviewed a potential projects list that included construction parking permits for workers, use of 1800 El Camino Real as a staging location, assigning construction‑worker parking in the train garage, moving farmer's‑market stalls to the center of Laurel Street, alley beautification and potential shared‑parking agreements. Staff said Harrington Park construction will begin the week of April 6 and that further funding requests would return to council as needed.
Council members stressed close outreach to businesses and community organizations, careful timing on replacing parklets, additional parking enforcement and wayfinding, and support for businesses immediately adjacent to construction. Staff committed to ongoing one‑on‑one outreach and to developing prioritized, feasible projects that will be brought back for any required budget or policy approvals.
