Thornton City Council voted to adopt the Environmental Sustainability Master Plan after a multi‑year engagement process and a recommendation from the city’s sustainability task force.
Emily Hunt, interim infrastructure director, said the plan was developed with BlueStrike Environmental and with extensive community engagement. The plan includes 141 actions across five focus areas — building and energy systems, natural systems, sustainable transportation and land use, materials/waste and water management, and plan maintenance and accountability — and assigns priority scores, relative cost estimates and estimated greenhouse‑gas reduction potential to each action.
Examples cited in the presentation include connecting residents to financing and rebate programs to support residential electrification and energy‑efficiency upgrades; providing bike and scooter parking at city facilities and in new developments to reduce single‑occupancy vehicle trips; and partnering with schools to expand recycling and composting programs. Hunt said the city will publish an interactive “story map” to help residents navigate the plan and will bring individual initiatives forward through annual budget requests.
Council members who spoke in support praised the community engagement and the plan’s equity emphasis. Council member Martinez asked about communications; Hunt said a story map used for public input will be updated and re‑posted within a week. The resolution to adopt the master plan passed in council vote.
Officials emphasized that the plan is a roadmap: specific projects will be prioritized and funded through future budget decisions, and staff will work with the sustainability task force and the strategic‑plan operating team on implementation timelines.
