The Okaloosa County Commission on March 24 established the Magnolia Blossom Municipal Services Benefit Unit (MSBU) to fund maintenance of a railroad crossing that serves an existing platted subdivision in Crestview.
Staff explained the MSBU process, said required property‑owner signature thresholds were met and noted the packet includes signed petitions. Commissioners questioned whether the developer supplied the majority of signatures; staff confirmed many of the affirmative signatures were from developer‑owned parcels and that most parcels in the area are undeveloped. Two public commenters — a surveyor representing the developer and a resident (Nicholas Smith) — raised concerns about timing of public‑hearing requests and developer influence on the petition signatures.
After discussion about scope and safeguards for future MSBUs, and with commissioners noting the MSBU is narrowly tailored to railroad crossing maintenance, the board voted to adopt the ordinance and to approve a preliminary assessment resolution establishing the assessment methodology; assessments were set to be placed on the October 2027 tax roll if enacted.
Next steps: Staff will finalize assessment rolls and provide required notices to property owners; the county will proceed with the narrowly scoped rail‑crossing maintenance program if assessments are confirmed.
