Planner Jessica Hankins described the proposal as two cedar‑post shelters with corrugated metal roofing, eight‑foot‑tall profiles and temporary canvas side panels intended to provide reliable winter seating. The applicant said the structures are engineered for snow loads and are necessary to maintain business through the rainy season.
Commissioners and staff focused on visual impact, the shelters’ relationship to an adjacent historic masonry (Reinhardt) wall, the perceived visual clutter at a prominent corner and possible alternative sitings or designs that are less intrusive. Several commissioners suggested an architecturally integrated solution—such as a steel‑framed extension or structures sited nearer the building—rather than the current freestanding prefab model.
Given the unresolved design and siting issues, the commission moved to continue the item to a date not certain and to convene an advisory review committee (an ARC) to work with the applicant on design refinements before returning to the full commission. The motion passed with an abstention recorded for Vice Chair Compton; the rest of the roll call supported continuation.
Next steps: staff will work with the applicant and an ARC to produce revised plans and return to the commission for formal action.
