Canutillo ISD approves first three SB13 library orders, trustees discuss parent notice

Summary
Trustees approved the first three library book orders required under Senate Bill 13 after administrators clarified the lists are potential purchases (not necessarily all items) and parents can view and restrict titles via Destiny accounts; trustees asked for clearer parental notice and posting.
The Canutillo ISD Board approved administration’s recommendation to accept the first three library book orders posted under Senate Bill 13 at the March 24 meeting.
Dr. Oscar Rico, presenting for library services, explained that only book orders one through three met the 30‑day posting threshold required by SB13; orders four and five had not yet reached the 30‑day public comment window and were not before the board for approval. He emphasized the posted lists are comprehensive possible purchases rather than a guaranteed buy list and that budget constraints mean not every title on the list will be purchased.
Trustees raised concerns about how parents are informed of the 30‑day posting and how to use the district’s Destiny catalog to view or limit titles. Dr. Rico said parental accounts were created and librarians can run trainings; parents can also use Destiny to exclude titles from a child’s library view. Trustee Barnes and others asked that the district make the posting more visible (for example through campus pages or social media) so parents are aware of the opportunity to review and comment.
The motion to approve the three book orders passed on roll call. Administration said it would provide additional detail in upcoming Thursday packets about which titles are actually purchased and which campuses would receive them. No challenges or public objections were recorded during the posting period.
