She recommended either beginning the search in August to include the fiscal-year timeline or waiting until October so any newly elected commissioners would be able to participate in candidate selection and interviews.
Commissioners debated tradeoffs between momentum and legitimacy. Several said a public search confers legitimacy and transparency; others said the city has a qualified interim and that launching a search close to elections could politicize the selection. Mayor advised waiting so incoming commissioners could vote on the final selection.
The motion to begin the search in October passed unanimously. Staff was directed to proceed with planning for an October start and to work with HR to develop a scope and budget for the recruitment.
