Sponsor seeks to restore reporting for gifted programs after committee amendment repealed the statute

Representative Melissa Litchfield said HB 1370 was filed to update a short reporting requirement for gifted-and-talented programs and to reset the date for districts to send summary reports to the Department of Education. "In 2021, we just simply passed that we wanted a folder to be kept... at the Department of Education," she said, describing the change intended as a tickler to keep gifted-program practices visible.
Mike Moffett, who helped shepherd the original provision into law, told the committee some districts do nothing to identify or support gifted students and that an easy reporting mechanism would help build a best-practices repository. He expressed surprise that a committee amendment had repealed the RSA.
A Department of Education representative said the department had requested removal of the reporting requirement because it lacks capacity to process the reports. David Harrison, there for DOE leadership, said DOE supported the original bill as drafted but had sought removal of the reporting requirement in practice due to limited staff resources.
Committee members discussed next steps; the committee later voted ITL (inexpedient to legislate) on the amended measure.
