Council approves developer agreement for Kingfisher Hollow, Main Street appraisal contract and fee schedule changes

At its March 16 meeting the West Bend Common Council approved several land‑use and administrative items: a developer’s agreement for the Kingfisher Hollow subdivision, an award of real‑estate services for Main Street reconstruction, and amendments to the 2026 fee schedule for Community Development and Building Inspection.
City staff described the Kingfisher Hollow developer’s agreement as the standard arrangement: the developer will construct road improvements and utilities at its cost and dedicate infrastructure to the city for long‑term maintenance. The council approved the agreement by voice vote.
For Main Street reconstruction (between Progress Drive and Humer Street) staff said federal and state funding require acquisition of land rights; the city solicited proposals for appraisal and negotiation services and recommended Southern Wisconsin Appraisal at $51,100. The council approved the contract award.
Community Development staff recommended charging an $800 fee for land‑use amendment applications (previously $0) to better reflect public‑notice and processing costs. Building inspection staff said the department will publish commercial plan‑review fees to mirror state fees (no change in amounts). The council approved the fee schedule changes by voice vote.
Council also approved routine items on the consent agenda and renewed a four‑year contract with ePlan for plan review services.
