The chairman of Shelbyville Power told the Shelbyville City Council that the utility operates from a roughly 70‑year‑old building and wants to close a short section of street that serves only the power facility to improve customer access and make disability‑accessible changes.
The company representative said the closure would not affect ingress or egress for other properties, would reduce the city’s maintenance burden on that short segment and would allow the utility to create a drive‑through window and additional parking for customers. He told council staff the utility serves more than 12,000 customers and that the building and site require upgrades.
Staff cautioned that the city has an established right‑of‑way closure process that includes traffic analysis and multi‑department review. A staff speaker said a traffic study and planning‑commission review would be required before council could act; the planning commission and other departments would examine emergency access, stormwater and long‑term maintenance responsibilities.
Utility staff also discussed system impacts: the power representative said the utility has capacity and that the developer would pay system development charges for new connections; on sewer and water, the utility said that developer contributions would fund upgrades in older parts of the system. Council asked staff to follow the formal steps and report back; no vote was taken.
The study‑session discussion closed with agreement to proceed through the city’s established review steps rather than immediate action.
