Enid staff propose ordinance to ban burnouts, 'peel‑outs' and excessive acceleration in public spaces

City staff on Tuesday presented draft language for a new ordinance that would prohibit 'spinning wheels' and excessive acceleration designed to prevent burnouts, peel‑outs and related hazards on public streets and, via a companion code change, in public parking lots.

Assistant/attorney Mandy (introduced during the meeting) said the municipality is authorized under state law to adopt this type of ordinance and that staff modeled the draft on language used by other jurisdictions. The proposal includes a tiered penalty schedule that increases for repeat offenses and establishes higher fines when property damage or injuries occur.

Mandy said the draft breaks violations into categories that distinguish non‑damage incidents from those that cause property damage or personal injury. She told commissioners the draft also identifies fines allowable under state law and includes escalation for repeat offenses.

A commissioner asked whether convictions would result in points on a driver’s license. Mandy said a conviction could add one point to a license under state rules, while a deferral would typically avoid point assessment.

Staff indicated they plan to bring the ordinance back at the next regular meeting with a request to pass it on an emergency basis; a companion amendment to the municipal traffic code would clarify that the prohibition applies in parking lots and set out reporting duties related to parking‑lot accidents.
