Parks staff said the city received 14 proposals and narrowed the field to two finalists before recommending Avon Marsh for its lakeshore and wetland project experience, local presence and ability to provide the required services in-house. Staff noted proposals ranged broadly, including an outlier above $500,000; Avon Marsh's cost and local experience led the recommendation.
Commissioners asked about the proposal's construction-inspection phase (phase 8) and whether that work was included in the $88,410. Staff said phase 8 (construction observation/administration) was included in the RFP for context but is not part of the current award; the city will evaluate the need for on-site construction observation later when final scope and bids are known.
Staff described a planned public engagement program with multiple open-house style sessions, an online survey and mailed postcards; initial engagement was expected in late April or early May. The project requires DNR permitting for wetlands; staff said design work must precede the permit application.
Commissioners asked that relevant stakeholder groups be invited to engagement sessions, including those with concerns about ecological impacts; staff agreed and said the design team will work to balance community needs, environmental protections and grant requirements. The motion to award Avon Marsh the contract carried.
