Iowa Senate adopts House File 2200 (substituting it for Senate File 2138), 43–3

The Iowa Senate on the floor substituted House File 2200 for Senate File 2138, adopted an amendment and passed the measure on a 43–3 roll-call vote.
Sen. Green (Boone), who sponsored the measure on the floor, asked unanimous consent to substitute House File 2,200 for Senate File 21 38 and described the bill as clarifying code provisions related to the Alcoholic Beverage Commission, committee members and Department of Revenue employees and the director. "House file 2,200, make some clarifications and remove some provisions and add some clarity to code in regards to, alcoholic beverage commission committee members, department revenue employees, and the department of revenue director," Green said during his opening remarks.
The chair called up amendments; Senator Green withdrew Senate Amendment 5128 and moved Senate Amendment 5151. Green described Amendment 5151 as allowing "individuals who are not employees of any of the 3 tier businesses [to have] more flexibility to invest and has proper disclosures." The amendment was put to a vote, the chair said the ayes had it and the amendment was adopted.
With the bill amended, Green moved that House File 2,200 be read for the final time and placed on its passage. The secretary read the amended bill and the Senate opened the voting system for a roll-call vote. The record shows several senators voting "aye" as recorded on the floor (for example, Senators Dre, Alans, Evans, Westrich, Webster, Warmie and Whitver were announced as voting aye); the chair announced that 43 senators voted in favor and three opposed. "The bill having received a constitutional majority is declared to have passed the senate, and the title was agreed to," the presiding officer said.
After passage, Sen. Green asked unanimous consent to withdraw Senate File 21 38; the chair granted it. The Senate also gave unanimous consent to immediately message House File 2,200 to the House.
The Senate did not take further action on the subject during this session and adjourned until Thursday, April 2 at 9 a.m.
