Interim Director Gross and other staff said the master plan work already included a topographic flyover and that detailed engineering is now required to prepare bid documents. Staff told council they expect engineering substantially complete by the end of 2026 and anticipate bidding early in 2027 so construction can begin in 2027.
Council members asked whether existing restrooms could be repaired; staff said bringing the old facilities into compliance with current accessibility and code standards would likely cost more than replacement. The contract before the committee is to complete design for this phase only; future phases would return to council for approval.
