York City committee advances licensing and zoning changes for smoke and vape shops
Summary
Council committee voted to place a licensing ordinance for existing smoke- and vape‑shops and a companion zoning amendment for future uses on the April 21 legislative agenda, while members and residents pressed for age limits, enforcement detail and data on currently affected businesses.
Council members moved forward on two measures intended to limit youth access to vaping and to curb the proliferation of dedicated vape shops in York City.
The committee voted to place a licensing ordinance (Article 3-24) that would require operating vape and smoke shops to obtain city licenses and submit to annual inspections, and to place a companion zoning amendment that would restrict where future shops can locate. Solicitor Flower told the committee the licensing piece can be applied to existing stores immediately while the zoning change would only govern new uses.
