North Las Vegas council approves up to $303,450 for Animal Foundation transfers

The North Las Vegas City Council on Sept. 17 voted to adopt Resolution No. 27 44 authorizing the city to provide up to $303,450 toward a multi-jurisdictional interlocal grant to support transfers of animals from the lead shelter to the Animal Foundation's adoption center.
Kelly Lodge, identified in the meeting as North Las Vegas animal protection services manager, told the council the total interlocal grant is approximately $1,750,000 and that North Las Vegas's portion—about 17.34 percent—would be roughly $303,450. Lodge said the funding will help the adoption side with adoption events, outreach, foster stipends and related costs and will ease strain from overcrowding.
"Supporting the grant for North Las Vegas will help ease the strain caused by overcrowding," Lodge said.
An Animal Foundation representative, Hillary Gray, thanked the council and said the organization has been using extra measures such as adopt-a-thons, fee waivers and overtime to place animals and reduce shelter population. "All of it is in the name of life saving, and we really, really do appreciate our partnership," Gray said.
Councilmember motioned to adopt the resolution; the mayor and mayor pro tem recorded affirmative votes and the resolution passed. Council then considered the related interlocal grant agreement among Las Vegas, Clark County and the Animal Foundation, which staff said is the operational contract tied to the grant. Council approved that agreement on a subsequent motion.
Meeting minutes and the contract language will govern the timing and disbursement of funds. Staff and the Foundation said the grant will be awarded alongside the shelter operations contract so funding streams align for adoption activities and transfer support.
The council did not specify an individual vote tally in the recorded transcript beyond the mayor and mayor pro tem voting yes; staff said the motion passed.
