Summary
During the second public forum, HOA presidents urged the council to withhold a builder bond over alleged defects, residents reported nightly street racing and asked for enforcement, and an HOA president described a year‑long common‑area water leak and incorrect irrigation plans; councilmembers offered follow‑up meetings.
At the Feb. 18 meeting’s second public forum several residents raised community concerns and asked the council for help or follow‑up.
Greg Cetar, president of the Ares and Nova Point HOA, asked the council to withhold release of a builder bond for D.R. Horton, describing alleged safety issues and citing an outside contractor’s report estimating repairs at about $175,000. Cetar said he has been working with attorneys and requested council assistance before the bond is released.
Douglas Dugan delivered remarks critical of anti‑racist policy and used inflammatory language; his comments were part of the public record but did not propose a specific action for the council.
Terry Maria told the council that neighborhood drag racing and late‑night street racing remain an ongoing problem and asked for additional enforcement or traffic‑calming measures in affected areas.
Tom Garban, president of Sedona Ranch West HOA, described a persistent common‑area water leak first reported to the city in April 2025. Garban said landscape crews and private contractors were unable to locate the leak and that the city had sent irrigation plans for the wrong community; he said the HOA continues to receive fines and late notices despite no resolution.
Council members offered to meet with residents and to have relevant staff follow up. The mayor and council asked individual councilmembers to meet with the petitioners after the meeting to collect documentation and pursue next steps.
