The North Las Vegas City Council on Feb. 18 approved a planned unit development (PUD) that will allow Greystar Development to build 227 multifamily units and a small commercial space at 4540 North Commerce Street, directly across from Craig Regional Park.
Liz Olson, speaking for Greystar, described the project as a four-story mixed-use development with parking behind the buildings and a proposed coffee shop on the northwest corner. "The site is currently zoned for commercial, but it's master planned for mixed use development," Olson said, adding the project would include a roughly 400-square-foot coffee shop and 227 multifamily units.
Planning staff read a late amendment into the record requiring the applicant to install at least four mature trees (minimum 36-inch box) in addition to a 20-foot landscape buffer along the north property line. Alfredo from staff said the condition replaced the existing condition No. 7 and responded to council feedback.
Councilwoman Garcia Anderson said she had attended community meetings and supported the project, asking that future leases note the property's proximity to the park so residents are warned about occasional events and noise. Olson agreed to include a lease notice and staff said traffic studies will be completed as part of the final development plan.
Council discussion included questions about parking for the small coffee shop and coordination with Public Works on pedestrian safety across Commerce Street. Olson said the coffee shop was 400 square feet and staff noted standard parking ratios (about 1.5 spaces per 100 square feet for commercial uses) would apply.
The council voted to approve ZN-13-20-25 and Ordinance No. 3265 as amended, adding the mature-tree and landscape-buffer requirement.
The ordinance is adopted as passed by the council; staff will finalize the project’s development plan and verify conditions in subsequent permits.
