Troutdale advisory committee presses county coordination after Buxton curbwork and communication gaps

The Troutdale Citizens Advisory Committee on April 1 questioned how the city and Multnomah County coordinate on street projects and urged clearer notice and quality control after recent curb and sidewalk work on Buxton Avenue.
Eric Palmer, who presented the city’s overview of county partnerships, said the city meets monthly with county transportation staff and participates in the East Multnomah County Transportation Committee and its technical advisory group to prioritize larger projects and funding. "You can go on Multnomah County's SeeClickFix and report a road issue; the county will get back to you within three days about that issue," Palmer said, describing the county's reporting and response process.
Committee members said residents often discover construction only after work begins and questioned why some Buxton curb and bulb-out work appeared to lack local notice or consistent quality. "The ones on Buxton that were completed — those were completed by the county," Palmer said, adding that the city is federally required to advance an ADA sidewalk plan and that some neighborhood ADA work is coordinated on an ongoing schedule. He encouraged residents to send quality concerns directly to the county and offered to provide the county contact information through Dakota.
Committee members suggested the city do more to make county and Metro engagement opportunities visible to Troutdale residents — proposing a one-page web resource or cross-posted links to county project pages and Metro notices. Chair (presiding) said cross-posting links to county and Metro public-comment pages on the city's site would help residents find upcoming opportunities to weigh in. Dakota said staff could add the checklist and outreach items to the CAC web page and share contact links to county project pages.
The committee voted earlier in the meeting to approve the March 4 minutes after minor edits; no formal action was taken on county coordination measures. As a next step, staff said they would circulate county contact information for reporting quality issues and consider ways to better advertise upcoming county projects to Troutdale residents.
