Midway council calls for policy and disclosure after concerns about AI-generated minutes

At the start of the March 3 Midway City Council meeting, Council Member J.C. Simonsen raised concerns that the minutes from the Feb. 17 council meeting were generated by artificial intelligence and recommended establishing a policy and a disclosure notice when minutes are produced with AI assistance. After discussion, the council approved the consent agenda excluding the Feb. 17 minutes and added conditions requiring the city to discuss and develop a formal AI policy and to include a disclosure on any minutes created by AI.

Council Member Simonsen said he had experience with large language models and suggested that a disclaimer noting AI use be added to minutes. Recorder Brad Wilson reminded the council that Utah law requires an audio recording of public meetings and that the recording must be posted within three days. Council Member Andy Garland thanked staff for quick responses to warrant questions and said the warrant process was improving; Council Member Lisa Orme asked that AI minutes be discussed by the council as well. The motion to approve the consent agenda minus the Feb. 17 minutes and to develop an AI policy passed with Council Members Garland, Orme, Osborne, Payne and Simonsen voting Aye.

The council did not adopt a formal policy at the March 3 meeting but directed staff to prepare one and include disclosure language when AI tools are used to generate minutes. The issue will return for further council consideration.
