Council amends Southill PUD Phase 3 to allow plat recording but delay occupancy until traffic signal installed

On May 20 the Midway City Council approved a third amendment to the Southill Planned Unit Development master plan (Resolution 2025-15) addressing Phase 3. The amendment permits the developer to record the Phase 3 plat but prohibits issuance of any certificates of occupancy until a traffic signal at Main Street and 400 West—found warranted by UDOT studies—is installed.
Planning Director Michael Henke said the existing master plan language required installation of the traffic signal before Phase 3 plat recording; the amendment shifts that requirement to occupancy rather than recording. The Council emphasized safety and the alternative that the access from River Road not be opened for public use until the traffic signal is in place. Applicant representatives said River Road access would not be constructed immediately. The motion passed with Council unanimous support among members present (Drury excused).
