The council approved a resolution authorizing invitations to bid for the 3rd Avenue Southwest and Hayes Street Southwest reconstruction project and heard from Jake Deaver of MSA Professional Services, who reported a construction cost opinion near $1,267,000 and said bids would open around April 21 with a public hearing before award on April 27.
Council approved a state-bid purchase of a 2026 John Deere 524P wheel loader, noting an expected four-month delivery and a trade-in strategy for the current unit. The council also accepted the low bid of $24,540 from River City Paving to overlay part of the Cascade Community Park parking lot, discussed subgrade issues and possible concrete pads for dumpsters, and approved the work.
Council set a public hearing date of April 13 for the FY2027 annual budget and approved a resolution endorsing an All-Star Community application. The council conducted the first reading (of three) for an ordinance amending Chapter 6-2 (building sewer and connections) and directed that the requirement apply only to new construction; repairs will not require retrofitting under the amendment as discussed.
A proposed resolution to enter into a contract with Wellmark Insurance for ambulance payments was kept tabled pending additional information. The council adjourned after staff reports on park electrical work and pool staffing.
