The commissioners approved a list of personnel changes covering new hires, promotions and FMLA leaves, and confirmed a victim‑witness coordinator appointment effective Feb. 28, 2026.
On procurement, staff opened two bids for renovations at 318 East Locust Street. H & H All Around Services submitted the low bid of $115,000 (Mid State Construction bid $204,062). The board voted to accept the low bid subject to review of specifications, insurance and pending legal review.
The board also approved intergovernmental agreement terms with the Court of Common Pleas for domestic relations representation, and purchase of service agreements with Taylor Diversion Programs Inc. (a 20‑bed youth residential program) and with a new provider, Menta Psychological (Dr. Menta of Indiana, Pa.), for psychological evaluations and related juvenile services.
County staff presented a proposal from CIVICS Plus to improve the county website’s accessibility (making PDFs and web content compatible with screen readers). Commissioners noted eligibility under a grant that must be used by May and approved the proposal.
The board read and adopted a proclamation declaring March 15–21, 2026 as Pennsylvania 4‑H Week in Clearfield County. Elena Lazier, a 4‑H educator, introduced youth participants including Sophia Lyden (state 4‑H council president), Dalton Ward and Bryce Bowser, who spoke about public speaking, career preparedness and agricultural experiences.
All of the above motions were moved, seconded and approved at the meeting; the board adjourned after a brief announcement of local board openings and thanks to visiting 4‑H members.
