Xenia council adopts municipal services and zoning-buffer statements for proposed Mannarino annexation

The Xenia City Council adopted two resolutions March 26 to advance a petition to annex a 121.558-acre parcel east of Lexington Park on U.S. Route 42 filed by property owners Catherine Mannarino and Christina Lenahan.
Service Director Merriman explained the process under Ohio Revised Code Section 709.023(c), which requires a statement of municipal services and a statement concerning possible incompatible uses and zoning buffers within 20 days of filing a petition. The council approved both statements as presented; staff recommended standard municipal services for a residential subdivision but made clear the developer would be responsible for extending on-site utility mains, booster and lift stations, and any other infrastructure needed to provide adequate pressure and sanitary sewer service.
Nathan Painter, speaking for the petitioners, told council this is a service resolution to allow the annexation process to proceed to the Greene County Board of Commissioners and emphasized it does not obligate the city to accept annexation later. Merriman and staff noted that Route 42 on the opposite side of the property will remain in Xenia Township if annexation occurs.
Council voted to adopt the statements, advancing the petition through the statutory process. Further council action on annexation would follow only if Greene County approves the petition and the city elects to accept the territory.
