Xenia approves contract with Henshin for municipal court case-management upgrade

The Xenia City Council on March 26 approved authorization to contract with Henshin and Associates to replace the municipal court's outdated case-management system.
Court Administrator Mike Mayer said the current system is more than 20 years old and not fully compliant with new Supreme Court requirements such as electronic filing. Mayer said the city budgeted roughly $500,000 for the upgrade and was awarded a $150,000 Ohio Supreme Court Technology Grant; the court's special-project fund will cover the purchase and, if necessary, the court may use an internal loan mechanism to manage cash flow.
Mayer told council that Henshin and Associates emerged from a formal RFP process as the best proposal, noting that the vendor serves comparable municipal courts and offers e-filing, public online access, and text notifications to improve case management and attendance.
City staff said steps will be taken to budget for ongoing maintenance and that the initial purchase should not negatively affect the city's general operating funds. Council moved, seconded and approved the resolution by roll call.
