The Xenia City Council on March 26 authorized a contract for the 2026 Community Development Block Grant (CDBG) East Main Street sidewalk improvement project, recommending J and M Services of Miami Valley LLC as the lowest and best bidder.
Public works staff presented the scope and rationale: the project will replace deteriorated curbs, install ADA ramps and refurbish landscaping along the north side of East Main Street from Green to Whiteman streets to improve safety and downtown aesthetics. City staff reported an engineer's estimate of $202,548.50 and said the low bid was submitted by J and M Services; staff verified references for comparable work in Dayton and Clayton and recommended award.
Merriman, the staff presenter, summarized the recommendation and said the project completion date is set for July 31, 2026. Council moved, seconded and approved the resolution by roll call.
The council approved staff to authorize contract execution so work can begin. The resolution directs staff to coordinate construction timing and oversight consistent with CDBG program requirements.
