Colorado House introduces wide package of bills, most sent to Appropriations Committee

The Colorado House on April 2 held a brief floor session in which the Clerk read in a large package of bills covering education, health-care funding, housing finance and other fiscal matters, and repeatedly assigned those measures to the Committee on Appropriations.
Many of the bills read by the Clerk propose changes tied to state spending and allocation authority. Among the measures announced were bills concerning broadband infrastructure cash funds, school food and healthy-meals programs, modifications to prevention services for early childhood, and adjustments to transfers among cash funds and reserve limits. The Clerk stated that most of the introduced bills would be referred to the Committee on Appropriations for budgetary scrutiny.
The introductions included bills that would use State Education Fund dollars for a Healthy School Meals for All program, adjust appropriations tied to Denver Health physician payments, and propose transfers from the Unclaimed Property Trust Fund to housing and other funds. The Clerk also read measures proposing repeals of certain programs and revisions to grant and subsidy mechanisms; the fiscal implications of those proposals will be considered in Appropriations.
The package was procedural: there was no floor debate recorded on the merits of the bills during the read-in. The Clerk repeatedly announced committee assignments and printing instructions for the journal. Any member-level sponsorship and co-sponsorship named during the read-in was supplied as part of the Clerk’s reading of each bill title.
The session also included a separate resolution honoring former governor Roy Romer that was laid over for one day under House rule (see separate item). The House adjourned at the close of the read-in and procedural business.
Next steps: the bills assigned to Appropriations will proceed through committee consideration, where fiscal staff and committee members will weigh estimates and possible amendments before any floor action.
