Advisory board hears master-plan demographic snapshot projecting continued growth and calls for targeted programming

Deputy Director Valerie Derek presented the first deliverable from the parks and recreation master plan: a consultant-generated demographic snapshot intended to inform programming, facilities and outreach.
"Since 2000, North Las Vegas population has grown over a 155% from over 115,000 residents to 294,000 residents in 2025," Derek said, citing consultant Barry Dunn's work using prior planning efforts, city projections, the U.S. Census Bureau and Esri Business Analyst. She said consultants project about 4,000 new residents annually going forward.
The snapshot identified large youth (0–19) and adults 35–54 cohorts, a median age of 34.4 in 2025 and a projected growth in the senior population by 2030. Derek said those trends mean the department must expand youth programming while planning now for future senior services.
The report also flagged economic and equity considerations: a median household income around $82,000 (slightly above state and national figures) alongside about 12.6% of households below the federal poverty line. Derek said that mix supports use of tiered fees and scholarships so programming remains accessible.
On racial and ethnic shifts, Derek said the consultant observed a decline in residents identifying as white (from about 43% to 22% between 2010 and 2025) and increases in multiracial and Hispanic populations; she recommended bilingual communications and targeted outreach across wards.
Board members pressed for additional comparative data. Board member Ian Brown asked whether the consultant had compared North Las Vegas to Las Vegas and Henderson; Derek said that data were not in the initial snapshot but she would request it and follow up at a future meeting.
Derek also encouraged residents to complete a public survey tied to the master plan. "They're trying to get a statistically valid survey," she said, giving a target close date of Jan. 31 and noting the team may extend the deadline if the sampling threshold is not met. She told the board that compiled results will be returned to the board and posted online.

The department will share further master-plan deliverables, including a facility assessment and future reports, after the consultant completes subsequent analyses.
