The Colorado Senate on April 2 approved House Bill 11-20, a measure implementing recommendations from the mobile home taxation task force and modifying the process for collecting delinquent property taxes on mobile home owners.
Senator Kim, who moved HB 11-20 for third reading, requested and won permission to offer a technical amendment to change an instance of “certified mail” to “mail,” saying the treasurers found an inconsistent reference after second reading. “We left one place where it said certified mail instead of just mail,” Senator Kim said when explaining the amendment. The amendment (L-17) was adopted by voice vote before the Senate moved to final passage.
Under the bill, the redemption period for mobile homeowners under legal disability can be extended up to nine years; the bill also aligns collection procedures with existing real property tax lien sale and public notice processes, per the task force recommendations. The Senate passed the amended bill on third reading; the final tally recorded 30 yeas, 3 nays, and 2 excused members.
Supporters said the bill clarifies technical inconsistencies and provides additional protections for eligible mobile homeowners. The measure will proceed according to legislative process to be enrolled and transmitted for further action.
The Senate took the vote after committee recommendations were read into the record and after a brief explanation of the amendment’s purpose. The chamber then moved on to other third-reading items on the calendar.
