CCSB Capital Planning Committee hears maintenance progress and project updates, including CMS addition and Mountain Run delays

Mr. Robson and Dr. O’Brien provided the committee with a roundup of maintenance activity and capital-project status at the Feb. 25, 2026 CCSB Capital Planning Committee meeting.
Mr. Robson, a staff member, reported continued progress on maintenance: "more than 20 additional requests received during the month have been completed," he said, noting that the division completed a major snow-and-ice removal operation with contractor help. He added that the CMS parking-lot lighting will require lowering the light poles now that snow has melted, that all turf blankets have been removed from fields, and that grounds-equipment preventive maintenance is underway ahead of the mowing season.
On capital projects, staff said bids for a maintenance warehouse have been received but the town has responded with site-related requirements; staff flagged concerns about proposed vegetation in the retention area and shared property considerations involving Floyd T. Binns. At Mountain Run Elementary, site-development work has been delayed by weather; staff are evaluating force-main options, redesigning an access road and working to meet VDOT requirements. At Culpeper Middle School, progress continues on a 40,000-square-foot addition with framing complete, drywall installation upcoming, and concrete, roofing and Phase 2 abatement work noted as complete.
Staff also reported that Sycamore and Farmington flooring replacements have materials ordered for installation after the 2025–2026 school year; in planning and engineering, CCHS well and irrigation bids are complete with drilling pending site conditions, Pearl Sample planning discussions are ongoing, and Emerald Hill HVAC engineering is underway. Committee members asked clarifying questions during the updates.
During the meeting staff also reported no substantive changes to the capital improvement plan in Mr. Deane’s absence beyond routine payments that may slightly adjust reported figures. The meeting adjourned at 9:32 a.m.
