Culpeper’s two high schools rated "Distinguished" as board hears accountability and operations updates

Rob Hauman presented the instruction report on Jan. 12, explaining the Virginia School Performance and Support Framework (SPSF), the four evaluation pillars and how federal Targeted Support and Improvement (TSI) identification can affect a school’s performance category. Hauman said Culpeper County High School and Eastern View High School are categorized as "Distinguished," while several elementary and middle schools were reported as On Track or Off Track, in some cases because of TSI identification.
Hauman described the supports associated with TSI status and said the division will continue school-level reviews and targeted improvement efforts aligned with state accountability expectations. Board members engaged with Hauman on questions about the framework and supports.
Operations chief Dr. Donovan O’Brien updated the board on facilities and maintenance work, including sidewalk repairs at elementary schools, HVAC and heating system repairs, continued progress on the Culpeper Middle School renovation and the Mountain Run Elementary project. He reported maintenance staff completed 202 work orders in December. O’Brien also summarized school nutrition participation trends and the continued implementation of the Community Eligibility Provision, technology support activity and transportation efforts including the Synovia pilot program and bus driver recruitment options.
The board also heard a Superintendent/Student Advisory Group (SSAG) report from Eastern View senior Luke Gyory, who described the 16-member group and highlighted topics such as chronic absenteeism, student engagement and the implementation of Yondr pouches to limit cell phone use during school events. Sycamore Park principal Mr. Birch presented a video on extracurricular clubs (more than 100 participants), highlighted the Path Wellness Grant-supported programs and introduced new clubs including Panther Press; the segment concluded with a live Sycamore Park choir performance.
Board members praised staff and students for programming and maintenance work, noting that state accountability measures do not always capture the full extent of student achievements.
